Shaft strength depends upon polar modulus. So the answer is 1/8.

T1= τ*z= pi*d^3/12.
T2= τ*z=pi*(d/2)^3/12= 1/8*T1.
T2= τ*z=pi*(d/2)^3/12= 1/8*T1.
