It must be drilling first. Drilling is originating a hole and boring is enlarging the hole previously drilled in drilling.

Boring is the correct answer, because all other process are carried out after the drilling, so the sequence is drilling, boring, spot facing and tapping.

Because boring & tapping definitely will not be correct. And spot facing used where free hole needed for properly for sitting the head of Allen key bolt.
