It is a powder metallurgy technique so slow cutting the heat generation is too high so metal remove rate is high.

At slower speed time available for heat dissipation in the tool material is high, hence the temperature of tool increases, which leads to decrease in tool tip's strength, finally resulting rapid tool wear.

As per my knowledge, the only thing we know about the carbide tools tha they works better in compression and worst in tension, in higher working speed, compressive forces are more but the carbide tool can withstand that forces because of its property that it works well in compression but working in slower speed led to breakage of the carbide tool as tension forces are more there.

Because Time required for wear is more. It is made by powder metallurgy it is used to machining of steel. It is very Hard.

At slow speed the kinetic friction is more.

At lower speeds, friction will be higher so tool wear is more.
