At slow speed the kinetic friction is more.

At high speed, friction will be less hence it is good for tool life.

At lower speeds, friction will be higher so tool wear is more.

Carbide tool is used for HIGH to VERY HIGH speed accurate machining. So It wears out at low speed. Low speed is out of syllabus for carbide tool.

If increased the speed then more chance demaging the tool & workpiece.

At slower speed, the time available for heat dissipation in the tool material is high, hence the temperature of tool increases, which leads to a decrease in tool tip's strength, finally resulting in rapid tool wear.
