In case of pure rolling, there is no friction hence unstable.

In motor cycles, which type of chains are used?

Here surface is smooth so how it can roll?

Firstly, that is smooth surface hence it doesn't have any friction.
Then it's still unstable because of the absence of friction in that case.

A body can not Stable at Convex Surface that's why it Unstable.

Convex surface is upper than it un blanced.

Why can't it be neutral? Please explain.

If smooth cylinder lying on a horizontal surface then it is said to neutral equilibrium.
In covex surface neutral equilibrium is not possible.

It depends on the surface on which the cylinder is lying.
If it lies on the concave surface then it will be in stable equilibrium.
If it lies on convex surface then it will be in unstable equilibrium.
If it lies on the plane surface then it will be in neutral equilibrium.
If it lies on the concave surface then it will be in stable equilibrium.
If it lies on convex surface then it will be in unstable equilibrium.
If it lies on the plane surface then it will be in neutral equilibrium.

If the particle is slightly displaced from its orignal position and it doesnt come back to its initial position then its unstable equilibrium, so in the case of convex surface.
