Static friction is the force of friction which comes into play when the two bodies are stationary. Static friction is a self adjusting force so the maximum value of force which the static friction can apply depending upon the force of the object which lies over the surface is known as limiting friction. In order to make a object move we have to apply a amount of force more than the limiting friction ANSWER IS LIMITING FRICTION.

Right, because the maximum friction that can be generated between two static surfaces in contact with each other. Once a force applied to the two surfaces exceeds the limiting friction, the motion will occur. For two dry surfaces, the limiting friction is a product of the normal reaction force and the coefficient of limiting friction.
