I think B should be the answer. Because the questions clearly said "soldiers" they did not specify whether it was men or women.

That doesn't mean other professions don't serve.

Here the word "serve" implies "To work for".
Option-A is wrong because not all men work for their country; they may work in other countries.
Option-B is wrong because not all the people who work for the country are soldiers; they may be government employees too, etc.
Option-D is irrelevant to the given statement, and it is more like a vague statement.
