The logic of the series is 8 + 3 = 11(21).
15 + 3 = 18(21).
22 + 3 = 25(21)
15 + 3 = 18(21).
22 + 3 = 25(21)

Actually it would be 25, 29. Adding 3 and alternate adding 4. So it should come 25, 29.

8 + 3 = 11 21
11 + 4 = 15 21
15 + 3 = 18 21
18 + 4 = 22 21
22 + 3 = 25 21 => answer.
11 + 4 = 15 21
15 + 3 = 18 21
18 + 4 = 22 21
22 + 3 = 25 21 => answer.

I'm not convinced , if the answer was only 25 it would be ok but 25 21 is confusing..

11.21-8=3.21
15-11.21=4.21
18.21-15=3.21
22-18.21=4.21
Hence
22+3.21=25 21.
15-11.21=4.21
18.21-15=3.21
22-18.21=4.21
Hence
22+3.21=25 21.
