Physical quantities that vary in two different directions are properly described as tensors. I like to visualize tensors as the surface of a cube (similar to visualizing a vector as an arrow) : each face of the cube has 3 directions associated with it- one normal, and two tangential.

Scalar and vector quantities are also tensor quantities.
Scalar is a zero order tensor while vector is first order tensor.
Stress is a tensor quantity as it requires different planes to define it therefore Moment of inertia is also a tensor.

MI is a scalar quantity, because it has magnitude but have no direction. MI doesn't change with direction.
