Two vectors never give zero.
But in the case of three, it is possible.
Consider two unequal vectors are placed on two sides of a triangle then it gives the resultant third side so it can never be zero, but if we place another vector as the third side of the triangle then the resultant will be zero.

Read the question carefully, they said unequal vectors. So all three are unequal in magnitude. Three is the answer means option B.

It is simply understandable that two vectors of equal magnitude and opposite direction give O. Hence the answer is two.

2 vectors can never give zero resultant but 3 vectors will give it, e.g let vectors N and P with value 4 and 6 move rightward while vector T with value 10 moves leftward. Therefore, there resultant is zero (0).
