I have to revise what I said earlier. The PM can be from the Rajya Sabha as well. The Council of Ministers how is formed is not given in the Constitution, but a member of RS can also be in it apparently. Our current PM Dr. Manmohan Singh is a member of both RS and LS. The minimum age of entering into Parliament being 25 obviously the minimum age to become PM is also 25. 30 being the minimum for RS is obviously not a bar since 25 is less than 30 lol! We are talking about minimum age here not maximum.

Relevant Constitutional provisions - Articles 74, 80, 81 and 84. The PM of India has to be from the Lok Sabha. Why? Because it is the only House in the Parliament to which members get elected DIRECTLY by the people, that is why it is called the "House of People. " The Rajya Sabha is called the Council of States because majority members comprising it are ALREADY elected in the general elections and who gets to be member of RS is decided by an electoral college comprising the members of Parliament and the Legislative Assembly of each state (not Legislative Council) , from amongst such elected people. In other words anybody who wins an election to the Lok Sabha also is qualified for election to the Rajya Sabha. Now the PM is the head of the Council of Ministers as indicated in Article 74 but there is nothing else in the Constitution that says anything about the composition of the Council of Ministers or if it should be comprised of members from both the Houses. I suppose there are other laws regulating that. But by common sense the party which wins majority in the Lok Sabha should have the right to form the Government. Again I am not aware of where this right might be enumerated. For the limited purpose of this question since the PM is the head of the Council of Ministers and such Council comes from the Lok Sabha, then the minimum age qualification as enumerated in Article 84 being "25" for Lok Sabha. The right answer is A.

But what about rajya sabha member. If rajya sabha member get the majority to become PM then at this condition he is 30. As we know that the minimum age to become rajya sabha member is 30. So answer should be 30.

Minimum age to become a member of lok sabha is 25 and any lok sabha member who enjoys the support of the majority of the house can become the PM. Hence A is the correct option.
