Vidhan Sabha is the house where State government reside It is like a Lok Sabha for State. Rajya Sabha is a permanent body which can't be dissolved. It's 1/3 members retire after every 2 years. It is meant for proper management of legislation. A bill becomes a law only when it is passed by Lok Sabha and Rajya Sabha as well as it receives Presidents assent.
