No, as commercial irrigation projects can earn the government a revenue only through taxes levied on the crop ie a form of TAX REVENUE. The correct answer is thus electricity boards. Electricity generation is a form of non-tax revenue earned by the government for rendering a productive service ie electricity.

I agree with you. The Answer should be option 1 and 2. The State can earn revenue as profits by improving administration and efficiency of public sector undertakings.
