Because of weak chemical bonding, Graphite layers can sliding through each other on application of pressure. Thus it can be used as a lubricant.

In simple words it is because graphite is less bounded with the surface so it's used as a lubricant. For example in pencils for smooth writing.

How can we say that only graphite is used as lubricant, silica is also used as lubricant without any clarification in question?

Graphite have more space between their atoms and have smooth bonding that's why the graphite are always smooth in surfaces.
