Coefficient of friction for rolling is a far less than that of sliding. And static state doesn't mean no force is applied on body. Friction is there to resist force.

But on rolling a frictional force will be acting on the body thereby, resisting its motion. Whereas sliding can take place if there is a less frictional floor.

Since rolling friction is smaller than sliding friction, it helps reduce the amount of friction between two surfaces in contact.

If a body is sliding or moving on the other body (surface) means it creates friction with the surface, sliding on the surface means the body cannot revolve on its axis and it means that is rubbing over the surface, rolling means the body is revolving along its horizontal axis in contact with the surface.
