If there is no voltage were will current flow through I mean charges flow through.

Because of ohm's law voltage equal to current and resistance that's why current is maximum that time circuit is closed.

According to ohms law.
V = IR.
Where V = Voltage.
I = Current.
R = Resistance.
We know current is directly proportional to voltage and inversely proportional to resistance.

Circuit is closed the current is passing through each branch and voltage drop in the each branch.
If circuit is open no current flowing through the branch therefore there is no voltage drop.
If circuit is open no current flowing through the branch therefore there is no voltage drop.

A voltage is a force that forces charge, and moving charge is current and for movement of charge there should be a closed path.

If the circuit will closed, then and then only current will flow through the circuit and by Ohm's law, V = IR.

@Moeen.
The flow of electrons is called current. The protons are inside the nucleus so they do not flow. They are immobile. The positive charge that is said to flow are holes which represent the empty spaces left by electrons. So they flow in the direction opposite to the flow of electrons. Since current also flows opposite to the flow of electrons, the direction of flow of protons is equal to the direction of flow of current.

The current flow when the circuit is a close loop, see the path of -ve path to +ve of applied potential.
