Fuse: Fuse is a protecting device. When overloading is occur it will disconnect or break the conduction path (copper wire).
Circuit breaker: It acts as a switch when overloading is occur.

Circuit breaker is more reliable then fuse but it has many mechanical part which make it non reliable then fuse.
