The mod 16 down counter means it will count 16 clock pulses in descending order, ie if initial state is;
0011 next will be
0010
0001
0000
1111
1110
1101
1100
1011
1010
.
.
.
0011
.
0000.
So, from 0011 to 0010 it will count 16 clock pulses.
Again it repeats.
After 32 clock pulses, it again reaches its initial state ie... 0011.
33th 0010
34th 0001
35th 0000
36th 1111
after 37th 1110.
if the input is 1011.
then it will be 0101.
0011 next will be
0010

.

Converting 40 to binary we get 0101.

Correct answer is (B). And input given should be 1011 at place of 011.
