Explanation:
We know that, V2/V1 = N2/N1.
Given V2 = 9v, N2/N1 = 0.1
Therefore, 9v/V1 = 0.1
V1 = 9v/0.1 = 90v.

Turns ratio and transformation ratio is different. Please check it.

If the turn ratio is less than 1, it is a step-down transformer.

Step up transformer. It means in ni/n2 n2 ( n2 which is the sec winding) is greater. Therefore the primary winding has to be less. The primary voltage cannot be larger than secondary cannot be, Such as 90.

When K<1 use N2/N1 or Ns/Np or Vs/Vp or V2/V1.
And
