1) Turns ratio in terms of number of turns is given by = higher number of turns/lower number of turns.

2) Turns ratio in terms of voltage is given by= low voltage/high voltage.

Turn ratio is always N1/N2 which is always inverse of transformation ratio K & K=N2/N1.
Here the answer is 0.2.

The answer is wrong there is a difference between the turn ratio and transformation ratio.

So, the Answer should be 400/2000= 0.2.

Turns ratio.

I think n1/n2 because transformation ratio is n2/n1 once you cross I agree @Jyothi.

Turn Ratio:

It is defined as the ratio of primary to secondary turns.
TR= N1/N2.
and

Transformation Ratio
The transformation ratio is defined as the ratio of the secondary voltage(or turns) to the primary voltage(or turns). It is denoted by K.
K= (E2/E1) or (N2/N1) or (I1/I2).
