Tristate buffer is commonly used to interface input devices and Latch is used to interface output device.

Tristate buffer (>> inverted >> non-inverted >> high impedance) can be used at interfacing.

"Latch" is needed because, if the MC gets some inputs simultaneously, we need to give some time to process it, instead of using latch if we decoder then at the time of processing many inputs get lost. That is why we are using the latch to hold the exact state while MC process something else.

Latch and flip flop both are 1 bit storage devices. Latch has no clock and clocked latch is called flip flop and with help of clock we can control the States of flip flop.
