Why should we used 2 Vcc and Gnd. Every IC should have 1 Vcc and gnd. It may have 14 pins?

In 4049 ic 2 pins are of NC (no connection).

But it doesn't mater whether its hex inverter or not because, even 7404 IC is a hex inverter but has 14 pins.
HEX just indicates that the ic chip contains 6 inverters, that's it. It has no relation with the pins.
