Actually flip flop used as primary memory( 0 or 1) devices in digital circuits so it has two states o or 1 that's why known as two stable states.

Flip flop is a single bit storage device. Register is used to store many bits. Register is made up of group of flip flops. @devi.

Flip flop is an bistable multivibrator so it has 2 stable states.
