I think 5 is Right.

Here rainfall is given in cm but actually it is in mm.
Then we can get an answer like.{(31-R) * 60}/40 = 3.
By this, we can get R = 2.9 cm ~3cm.

$ index = p-q/t.
3/60 = 60+70-q/60.
q = 127.
so, 60+70-127 = 3.
3/60 = 60+70-q/60.
q = 127.
so, 60+70-127 = 3.

I think 3 is correct but it is Av.Runoff for time period of 60 min.

By definition, φ index is the average rainfall above which the rainfall volume is equal to the runoff volume.
In the above graph, if the whole graph represents the total precipitation of that period, so the remaining area above the phi index line should be considered as runoff. From by graph- 19cm should be the runoff volume.

R = (3*10/60) + (7*10/60) + (5*10/60) + (3*10/60).
R = 3cm Or 30mm.
R = 3cm Or 30mm.
