Ans is 5.

Q= Qd+ Qs = 21 Qs (wet weather) and Q =0 +Qs in dry weather. So discharge in dry weather is (1/21) * 100 = approx 5%

So, Qd=20xQs.
Q= Qd+Qs.
Q= 20Qs+Qs. = 21Qs.

1 = 100/21.

It's correct during non-monsoon periods only 1/20th to 1/30th of design discharge will be passing through the sewers if the combined system is adopted.
