Instrument height is 1/2.
Then 4+0.5=4.5.
4.5*10=45
Then 4+0.5=4.5.

Grading is 1:10 which is upwards and instrument height is 1.5m so 1.5*10=15m, ie only horizontal 15m is possible for zero staff reading.
