Boundary of any water body is taken as zero contour line (as mean sea level) and we know that free water tends to level itself, so when we talk about the surface of free water body that surface is a levelled surface.

Yes, A is correct. Because of the question mentions that it is a boundary. The level surface always parallels to the earth's surface. Still lake boundary is having not the same elevation. But having equal elevations at any point. That joined together form contour line.
