By using the Critical neutral axis.
We know that
C/x = T/(h-x).
If:
C = compression = 1,
T = tension = 3,
1/x = 3/(h-x).
x = h/4.
Then the given answer is correct.
We know that

If:
C = compression = 1,
T = tension = 3,
1/x = 3/(h-x).
x = h/4.
Then the given answer is correct.
