Answer has to be option-d. Simply if 2o rs is non-taxable then 5 rs. Is taxable and 6% of that is 30 ps.

Because we have to find the cost of tax free item.
Cost of item on which tax is payed is Rs. 5 and the tax on Rs. 5 is 30 paise.
Cost of tax free items = Rs. [25 - (5 + 0.30) ] = Rs. 19.70.

As the question ask for cost of tax free items, we have to deduct the cost of taxable items and the tax imposed them (tax and taxable cost are included in the total cost).
