It's very simple: 3/5/5/3 * 100 = 9/25 * 100 = 9*4 = 36.
Total percentage = 100.
100 - 36 = 64%.

150*3/5 = 90.
150*5/3 = 250.
90/250*100 = 36.
100-36 = 64%.

Error = true value - false value.
Percentage of x = x*100 / true value.
