Numbers from 1 to 70.
Having 1 or 9 in unit digits,
1 seven times and 9 seven times,
14/70 * 100 = 20.

Because, They didn't ask about us anyone's Square.
They just told you to find how many no belongs in 1to70 That last digit should come only 1 and 9. Like 01, 09, 11, 19, 21, 29. 69.
Hope you understood.

Then why don't we consider 7 here because it also ends with 9 as a unit digit 7*7=49?
Anyone clarify it.

I think the total numbers are 15 because here, the number 10 is missed.
10 also have the number 1.
10 also have the number 1.

There are 10 digits from 0 to 9 total( 10 nos) out of which 1 and 9 are asked in question (2 digits) so in question at units place Bo's are not repeating.
Hence 2 digits out of 10 digits Make it 20%(2/10=20%).
Am I right?

@All.
Unit place is the first digit and not the last. As per the place value system it would always begin from left to right. This is simply a wrongly phrased question.

The simplest method is by counting the unit places as 3 and 7.
So, there are 14 nos.
14/70*100=20 %.
