At 00.15 the minute hand has moved 90′ &the hour hand has also moved 7.5′. Thus they don't make a right angle.

In 1 hour 2 times right angles are formed so in 24 hour it will be 48 times formed but 2 will be common.

Simply speaking, every 15 min (4/Hour) is right angle except at 6 & 12, AM PM both. (24 x 4) - 4.

24 * (360-30)/360 = 22cyc ||in one cyc it formed twice right angle.
22cyc * 2 = 44.
Answer: 44 times.
