I know the answer is 44 times. But what is the reason?

At 00.15 the minute hand has moved 90′ &the hour hand has also moved 7.5′. Thus they don't make a right angle.

@prashant:

When 55 minutes are gained by minute hand then after 1 hour hand should lag by 55 minutes and not 5 minutes

In 1 hour 2 times right angles are formed so in 24 hour it will be 48 times formed but 2 will be common.

Simply speaking, every 15 min (4/Hour) is right angle except at 6 & 12, AM PM both. (24 x 4) - 4.
