Let x be the minute hand.
And x/12 the hour hand.
Since the hour hand moves 5 minutes spaces every 160 minutes.
That means it moves 1 minute space every 12 minutes. And also there are 360 degrees in a clock and 60 minutes.
That means a minute is equal to 6 degrees. It is mentioned that it's 40 minutes after 4.
So, let's first get the distance of the hands in minutes spaces.
= 40-(40/12)+15.
Since the time is after 4 the hour hand is 20 minutes after 12.
= 40-18 1/3.
= 21 2/3.
= 21 2/3 x 6 = 130.
It's 130 degrees apart.
And x/12 the hour hand.

Whenever the angle b/w hands of clock is asked just apply the formula:
Angle= |30h -11/2(m)|.
Where h is hour and m is min.
Angle= |30h -11/2(m)|.

Convert min into hr keep 3 without change 3+(40/60)=11/3.

Here we can use the formula:
theta(degree)=11(m)/2-30h
min(m)=40; hour(h)=3
theta=11(40)/2-30(3)
=130 degree

Convert the whole time in hour.
3 hour+40 min=3h+(40/60) h=22/6=11/3 hour.
3 hour+40 min=3h+(40/60) h=22/6=11/3 hour.
