No, Man is travelling with water when it is 15 km, so if we subtract 2.5, it gives us man's own speed and then again subtracting gives us upstream speed

As man is not travelling against anything, hence why is rate of current subtracted from 15 in first step? I think the first step should be final step.

Downstream = speed of the man + speed of the stream.
15 = x+2.5.
x = 12.5.
Upstream = speed of the man - speed of the stream.
x = 12.5-2.5.
x = 10.
15 = x+2.5.
x = 12.5.
Upstream = speed of the man - speed of the stream.
x = 12.5-2.5.
x = 10.

Here, the given speed of the man 15 km/hr but not given directly speed of the man 15 km/hr then we subtract 15-2.5 then we get the speed of the man.

Actual speed of man is 12. 5,
And now against the current 12. 5-2. 5 (speed of current) =10.

The actual speed is 12.5. Due to downstream it becomes 15 (adding 2.5) and due to upstream it becomes 10 (subtracting 2.5). Simple no confusions.
