A few -> small amount (used with countable noun).
A little -> small amount (used with uncountable noun).
The world has seen small (either zero or very small in number ) real attempt (uncountable) at population and resource planning.
So the answer will be either 'little' or 'A little'. Little will be the answer as A little is not there in the option.
