It should be a, because RQ forms a logical pair.

Subject and the verb that modifies them should be kept closer i.e. servant and who was.

The correct statement is QPRS.

"Punished the servant" and "who was very loyal to him" go together. So, QP must go together too. So it can either be option A or C. The correct answer is option C because it implies that the master punished the servant because he left the work without giving any valid reason. This makes better sense than option A which implies that without any reason the master punished the servant for leaving the work unfinished which doesn't make any sense because the master punished him for a reason and the reason is he left the work unfinished and did not give any reason.
