Option B might be indirect result, but it is an concrete/finite answer.
But, Option C, states that "Biologists met last year to discuss to reverse the trend ", okay then what about this year, next year?. Are they still working on it?? They might have dropped their action - isn't it?.
So, They might have had a meeting to discuss. But, there is no concrete info to support biologists are currently working on it.
Hence the answer is B.
